, this disarms in many instances and allows us to engage. this level of training is taking place and we are doing it in connection with a multitude with different agencies both public and private in san francisco. we are currently going to have four additional trainings this coming year. we are also having discussions with the university of san francisco to model what has taken place in memphis, with the memphis police department and the university of memphis. i will stop right there, because i think that perhaps, probably good time to answer questions. >> supervisor compos? >> i want to thank you for hearing this important item and i want to thank the police department for being here and i know that the chief had to leave and we appreciate his comments and we have a number of members of the community who have been tracking these for years. the issues of tasers is something that something that san francisco like many other cities has been graveling with for quite some time. let me begin by saying that i am certainly in support of giving police officers the tools they need to do the job and i thin
long they will colerate -- tolerate us on the porch talking but that is a key part and the education component in order to survey them and what they think is an important part of it, so we will be conducting our third city wide customer survey in early january to test this new premium price that we have established and as well as this and the pg&e green tariff option is available to them. we will use the results of the surveys then to redine the roll out of the program. it will help us make sure we anticipate the right number of -- right percentage of opt out across the city, and we will take that heat map i showed you with the green and that survey will modify the specifics of that heat map again because we will have better information once again about customer acceptance of the program and then that wraps up the first quarter and we will have enough information then to come to the public utilities commission and ask the public utilities commission in about february to adopted -- not to exceed rates. it's our projected rate that is behind that bill premium i showed you, and that

. >> nobody is a stranger to the subject matter in front of us. the commission made some progress and combing through input from the sunshine ordinance task force and the staff's updated and redirected recommendations and then once again, after the last time the commission discussed this, staff has put together sort of a chronology of what has happened so far, and tried to distill all of the direction from the commission into a set of decision points to help us to finish this. and then move to getting the dregs into effect. there are eight decision points in front of you to go through the last few more housekeeping than anything else. but we're ready to answer any questions the commission has as they go through these. >> my thought was to begin by taking one decision point at a time. there may be somewhere we can consolidate, like mr. st. croix was saying towards the end and we will do so, if possible. i second mr. st. croix's statements about this process. it has been a long process, but i think a good one, where we have gotten a lot of people weighing in. i think the commission has heard t

day for many of us here at the county transportation authority for a couple of our commissioners it will be the last county transportation authority meeting, commissioners elsbernd and commissioner olague. and as chair of the authority i want to take this opportunity to thank them for their service. for their contributions, their many, many ways in which each one of them has contributed in terms of not only the individual projects that have taken place in their district, but city-wide, and i know that we will miss them and the authority will not be the same without their presence. so i just want to take the opportunity to thank them for their service. and we hope that they continued to be involved. i also note that as many of you have heard, or read in the press, we have been informed by current executive director that he will be retiring, effective at the end of this year. and one of the items that we have on the agenda today is a discussion about the transition in light of that retirement. and we look forward to hearing from members of this commission as to their thoughts in te

muni, depending on whose glasses you're using. proposition a, you know, we just want to make sure that you, the board members, particularly the new board members when they do come in, really step up to the plate, and have the agency conduct business for the residents of this city like they're supposed to be. no one's paying attention to prop a, transit first. no one. so when we take that into context, this system should be really -- yeah. mr. elsbernd brung up prop g but did it affect anything? i don't know. we have to look at those numbers today because in two weeks they're talking about cutting service to your constituents in the outer neighborhoods. yet take care of the visitors that's coming to shop in union square but what about the individuals in the outer neighborhoods. service is going to be affected deeply with these cuts. so we just ask for you and we are trying to work with the agency as a partnership, what we're asking for the support of the board as well. let's really identify the serious problems of the agency, and the bureaucratic -- the misspending of all the funds
. thanks. >> there were some good points raised. with respect to enforcement, i think it gives us some enforcement authority. exactly what kind i agree is ambiguous. i think if it means anything it has to mean the ability to actually enforce. and demand that the records be turned over. with respect to the two different standards voting whether it's three commissioners vote and that there is no violation or vote there is a fining of a violation, that has to do with the burden of proof, because in a show-cause hearing that the respondent bears the burden of finding that there is no violation, we, the commission, will be voting on whether he has met that burden of showing that there is no violation. and that is what requires the three-vote majority. on the flipside, when we're handling something pursuant to chapter 3, we are voting to determine if there was a violation and therefore we need a majority vote for that. so that is why my understanding that we have those two different standards in terms of whether it's three commissions voting for or three commissioners voting against. were

appeals -- ceqa appeals come before us, and you sometimes arguments about the merits of the project get mixed in, and that may be because that's the only way for the item to come to us. and whether -- agree or disagree with it but in 1999 the voters gave the policy authority over these kinds of issues to the mta board of directors and took that authority away from the board of supervisors. so i'm hearing, both in the written submissions and also in what you're saying today, rernss references to what's good or bad engineering, what's a better route or a worse route, references to disability access, to fire safety. those are all very legitimate and important policy considerations to weigh and coming up with any plan. but how should we think about this distinction between what is the right policy decision, which is not within our power, versus whether this project was categorically exempt or not from ceqa. because i think it's really important for us, regardless of what anyone's personal opinions are, to keep that distinction. >> yeah. well, let me cut to the chase with that and say that t
came up for us to learn more about this, we took it. for about 6 months we surveyed 300 tenants who lived in sro's and apartments in all 11 districts to find out how much second hand smoke affected them and if they would be interested in a disclosure policy. we found 57 percent of tenants had neighbors who smoke in their units and of those people, 59 percent reported secondhand smoke drifts in their apartment. they reported having someone in their unit whose illness was made worse by secondhand smoke. many people didn't have enough information to make an informed decision about where they were moving. only 40 percent reported knowing when they moved in and 72 percent said they would want to know. this legislation will do three things, owners must include the smoking designation of the unit in residential vacancy unit and to any applicant prior to entering into a lease agreement. owners must provide a list to rental applicants who are offered the unit showing the designation of all units in the building that are smoking optional and the list will be updated and available to all te

intersection level of service, as much as i would like us to get away from using that metric, i do understand that metric and this project has thoroughly looked at that. therefore, there is no impact on transit, the 16x. the impacts on pedestrians is only positive. so there's no significant environmental impact there. and the impacts on bicycles is only positive. so there's no significant impact there. some of the other issues raised were noise. that struck me as kind of interesting. in my own understanding of transportation noise, the faster you go, the noisier it gets. so by calming and slowing traffic, you have less noise. the safety issue, slower traffic is safer. so the air quality issue struck me. this is a conundrum in regional planning. the general direction, and particularly with ceqa, is to look at the regional air quality and the regional greenhouse gas emissions. the way you do that is to reduce the vehicle miles traveled. this is the kind of project that gets you to your 20% most -- >> good evening, supervisors. my name is morgan fits gibbons here on behalf of the wig party. we w
